So, the Appellate Body has had no direct impact of growth on international trade post Uruguay? A ground enough to have it go?

SO I'M NOT A FAN OF THE APPELLATE BODY. IF IT NEVER GOES BACK INTO EFFECT, I THINK THAT IS FINE. I THINK IT IS REASONABLE FOR MEMBERS TO SIT DOWN AND SAY, OKAY, FINE, WHAT IS AN ALTERNATIVE DISPUTE SETTLEMENT PROCESS THAT WON'T CREACE JURISPRUDENCE WITH THE UNITED STATES AND SOMETHING YOU WANT ENGAGE WITH THE MEMBERS ON."
